Follow-up to #2611194: Create submodule which handles field scrambling and only foresee API methods in main module

Problem/Motivation

Scramble constructor is missing argument 1 ($api).

Proposed resolution

Set $api to NULL in the construct as a default value.

Remaining tasks

This change might have impact and needs to be extensively tested.
