What does "repeating" mean?
What does "repeating" mean? Are you seeing the same content repeated multiple times on a page? Or multiple instances of the same node, in content lists etc.? Or...?
Perhaps a link would help.

Dear Sam
what i mean is the complete pages are repeating tehm self
First, revert back to default
First, revert back to default theme garland and see if the issue still persist? if the page renders fine and not repeating, then you know the issue could be your fusion theme. Then, it would be easier to pinpoint the problem.

changing the Theme but the issue is there
i do revert it to Garlan, but still i have the same issue even in /user pages are repeating
Disable any contrib modules
Disable any contrib modules in used and see if this resolves your issue. If it does, then you know one of your module is creating the issue.
Also, not sure if this helps but i've hear it could be your caching for 'Minimum cache lifetime' or 'Expiration of cached pages'. Try and set this to none.

I think @duvien is right -
I think @duvien is right - something's wrong with one of your theme templates. You're repeating a lot of the contents of your
<head>
section as well as your<body>
and the obvious place to look is in your theme's html.tpl.php or one of the other base template files.But try changing the theme first.
