Certain menu items appear in current language instead of admin language (flush all caches, add content, etc.)

Everything is working except a few admin menu items appear in the current language rather than the specified admin language (English in our case which is also the default language for the site).

This is true of all our non-english languages (German, Korean, Japanese and Chinese).

The following admin menu links that are not appearing in English when these languages are active:

ADMIN MENU:

Flush all caches

Run update.php

Enable developer modules

Run cron

Content>Add Content

USER MENU:

Log out/Log in
