Using RC3 and the latest -dev of the Token module (25 sepember) I expected to see a button or something to get an UI at a field settings screen.

In attached example: /admin/config/people/accounts/fields/user.user.field_photograph which would be an account field (image).

I don't seem to find the UI anywhere, is this part still in development or am I missing something?

That's a bug, see #2511324: Field configuration form_alter() is broken for an issue that attempts to fix it. Please test it and report there.
