Follow-up to #2454439: [META] Support PHP 7 and #2603152: Fix PHP 7 testbot failures.

The fix is upstream in the 7.0 branch. This issue is for watching drupalci and working through when the right time to revert it. We might want to watch for the cherry-pick to the 7.0.0 release branch before committing to remove it.
