Why users don't have permissions to make own blog entry? In access control is not any box to chceck to able users to make own blog entry.

Under ADMINISTER -->> ACCESS CONTROL in drupal 4.6.x you should see an option under BLOG MODULE that says "edit own blog".
If you don't see that..go to ADMINISTER -->> MODULES and check that the blog.module is actually enabled.

From the details you are giving
It is hard to see why blogs aren't working for you.
As Dublin Drupaller suggested, go to Administer>>Modules, and make sure you have enabled the blog module.
Then, go to Administer>>Access Control, and make sure that box for "Edit Own Blog" is checked.
Make sure to hit "submit" after making all changes.
If both these features have been enabled and saved, when you click "Create Content" you should be able to post a blog entry.
If you can't, some more details about your install will be necessary to help you solve this problem.

I have done everything what you wrote and it still do not work. Whate details should I write?
Go through the following steps
After each step, make sure to hit "Submit" to save your changes.
1. Go to admin/modules -- Enable blogs
2. Go to admin/access -- under the "blog module", click on "edit own blog" for the roles you want to be able to blog. If you enable this for "authenticated users", every member of your site will be able to blog.
3. If you want to create a special role for bloggers, go to admin/access/roles and create a new role. Then, go back to step 2 and give that new role permission to blog.
That should do it.
