Remove custom handling of theme suggestion preprocessing

Now that core supports preprocess on theme suggestions out of the box, bootstrap should remove its custom processing. I'm not sure how much needs to be removed exactly but I had an endless recursion in _bootstrap_preprocess_theme_suggestion() pretty sure that and possibly most if not all of _bootstrap_process_theme_registry_suggestions() as well?
