How do I create a landing page for unauthorized users

Hi,

I have a problem with designing a landing page for users that are unauthorized(before login) No matter what I try to do I can't get rid of the Access Denied (You are not authorized to access this page).

I was able to remove menus, links, search from the page but this one stays.

I tried to follow directions in one of the discussions to add users block in variant Anonymous Home but no luck. I can't find that block in the widgets when I try to add it as suggested in that post.

Can somebody explain properly how to fix this or is it a bug?
