for example, export an object, export a view.
so the meaning, i guess, is to get a chunk of code to extract as and can be
inserted into another php file to re-store the one exported before?

It can mean different things in different contexts. For a View, you get PHP code that you can put in a file or import into another Site through the Views interface. For Rules, you get like a JSON style syntax that you can import into another site, but I don't think you can use it in code.

Different module authors have different ideas and implementations.
