Running \Drupal\Tests\Component\Utility\UnicodeTest on a system without the mbstring extension results in

Fatal error: Call to undefined function Drupal\Component\Utility\mb_strtolower() in core/lib/Drupal/Component/Utility/Unicode.php on line 299

I disabled mbstring on my local system to try and reproduce this but PHPUnit itself requires the mbstring extension now:

$ vendor/bin/phpunit -c core ./core/tests/Drupal/Tests/Component/Utility/UnicodeTest.php
PHPUnit requires the "mbstring" extension.

Closing as outdated as I don't think there is anything we need to do here now.
