The workflow_rules submodule is not yet ported to D8.

(workflow generate also the following Rules event:
modules/workflow_operations/src/Form/WorkflowTransitionRevertForm.php: rules_invoke_event('workflow_state_reverted', $this->entity);

The submodule workflow_rules will not be supported anymore. We have alternatives.
The ubiquitous Rules modules also has few attraction in D9.
