Hello,
I just created an Omega subtheme. Now, when I open my Drupal site in localhost I get the following error :
Fatal error: Allowed memory size of 67108864 bytes exhausted (tried to allocate 64 bytes) in C:\wamp\www\drupal\includes\theme.inc on line 98
I tried the solution given to https://www.drupal.org/node/76156#comment-4582924: I created a file php.ini with this code line php_value memory_limit = "128M", I placed it in the root directory but it doesn’t work here. Is it something I miss? Can someone give me an advice, please? Thanks a lot.

You may want to try resetting
You may want to try resetting the default theme so you can get into the site - if you have drush, do drush vset theme_default bartik
Also drush rr can help clean up the registry
Once you're in, go to the Status Report and click the More Info link in the PHP section. This will run phpinfo() and then you can inspect it to see if it loaded your php.ini

Well if you're on localhost I
Well if you're on localhost I take it you're working on your own machine - you can go find the php.ini that IS being loaded and edit that.
But first - have you restarted Apache?
In the end if this persists you're going to want to figure out what's eating up your PHP memory-per-script allocation.
