Aaron Winborn is still listed as File module and File system maintainer in MAINTAINERS.txt [#2586419]

Problem/Motivation

@Crell noticed in #2128055: Files should be uploaded to per year/month directories by default (#151) that Aaron Winborn is still listed as one of the File system maintainers in MAINTAINERS.txt - Quickly parsing the file shows that he's also listed as the File module maintainer.

Discuss the preferred approach. Updating the file or thinking about a way to pay tribute?

As discussed in #1854480: Remove inactive maintainers from MAINTAINERS.txt, we should be keeping Maintainers.txt for "current people to contact", while adding some new (to be defined) location to list emeritus or retired committers. Since Aaron is not currently contactable (*cries*), we should probably just remove his name from Maintainers.txt and make sure to include it in the emeritus list when that materializes.
