Add a "Disabled" option for the font CDN feature. A welcoming feature for those who want to use the website on a network that is not connected to the Internet, or when a sub-theme needs to be created with different font.

Even when I select "Disabled" to all Font Settings regions (Site name, Slogan, Headings and Paragraph), external CSS files from https://fonts.googleapis.com/ are still loaded (https://fonts.googleapis.com/css?family=Source+Code+Pro&subset=latin,lat... and https://fonts.googleapis.com/css?family=PT+Serif).

A separate report for that issue already exists here:
"PT Serif" and "Source Code Pro" are always loaded disregarding font settings
