Hello,
When add a comment by anonymous user (Plain text), tips of "Restricted HTML" is displayed.
And, in the same way, for the admin user, WYSIWIG display is not showing for the "Restricted HTML" format (screenshot : WISYWIG Error.png). All other formats are working well.

There does not seem to be a problem here:

  • The wysiwyg toolbar not showing on Restricted HTML is configuration issue. See the last comment on this issue:
    #2563781: Enable CKEditor also for the 'Restricted HTML' text format
    It can be changed if necessary, but the default behaviour (not showing) is considered appropriate as the text format is the default for Anonymous users.
  • The default text format for Anonymous users isn't Plain text, it is Restricted HTML. The tips that show up appear to be correct. Attached is the comment form with the Plain Text Tips after disabling the Restricted HTML format for Anonymous users.

I reviewed the solution proposed from .tom and it works fine.
I don't think that this is a bug.
