Add taxonomy_vocabulary configuration to 'core' assignment plugin

Problem/Motivation

Taxonomy vocabularies are commonly required by multiple features. Multiple features will need to rely on for example a 'tags' vocabulary used for sitewide categorization.

Proposed resolution

Add 'taxonomy_vocabulary' to the default list of configuration types for the 'core' assignment plugin.
