On the README.txt file it mentions to enable cron email sending here:

" 'Send mail' options at:
Administer > Configuration > Web Services > Newsletters > Settings > Send mail."

These options are not showing up, the only ones we see are: Default Newsletter Options and Sender Information.

Therefor the only way to send newsletter updates is by pressing the "Send Now" button under the "Newsletter" tab of the node, then running the Drupal cron manually.

We are using the 8.x-1.x-dev version of Simplenews

Works fine here. You were probably missing the secondary task local task block, that wasn't added correctly when updating.
