The exposed filter Content : has taxonomy terms does not bring back unpublished nodes.
The problem is similar to this issue https://www.drupal.org/node/1967812 but for simple taxonomy terms.
My scenario:
- filter Content : Published (No)
- exposed filter Content : has taxonomy terms
Behavior:
- in the exposed filter I choose Any: it brings back all results as expected.
- in the exposed filter I choose any other value: brings back no results.

Hope it helps you.
Thanks!
