Disabled products not shown when category is selected

When I visit the /admin/commerce/products page, by default all product display nodes are listed. Both
product display nodes with active and disabled product variations are shown. I can filter to only show product display nodes with disabled product variations. That works. But when I filter by category, product display nodes with disabled product variations are not shown. Even with the filter explicitly on disabled product variations.
