Correct the misleading information on "Making your theme semantically correct"

Problem/Motivation

I believe this particular article may have incorrect and/or misleading information. Last updated in 2011 this doesn't take any consideration for modern best practice and Semantic HTML5 elements. I'm sure there is a ton of controversy here and I'm not interested in wading in, but I think that as a community we could do way better here.
