When I upload a site image or favicon I should be able to specify which path it gets uploaded to.
I would also like it that if I enabled fe_paths that the system images or files would adhere to the same paths.

Please check if this is an issue with Drupal 8. If so, it must be fixed there first according to the backport policy.
