Remove requirement for scheduler

I'm failing to see code that requires the scheduler module. I see it was added with user_alert_cron in 56407a2cb2da431f05779a1c79bb5606ef09e86a. I understand some functionality might require scheduler however the code doen't mandate it. I propose we remove the dependency unless there is a requirement I missed.
