Open token tree in a dialog to improve performance [#2551187]

File (and image) field settings page includes full token tree if the module is installed. Loading such page can take minutes if token tree is huge. I suggest to show token tree in a popup dialog if Token module is installed. This requires to add '#dialog' => TRUE array item to token tree form element.

Yes, completely intend to do that, but feel free to roll a patch.

Main thing to remember is that it should be removed from the current fieldset as well, as it makes no sense to expand a fieldset to click a link that opens the token browser in a modal dialog.
