It has been mentioned in #2116535: Port Nodequeue to Drupal 8 that it would be a good idea to discontinue nodequeue in D8 and refer people to entityqueue instead, which makes perfect sense.
To do that though there would need to be an upgrade path for people using nodequeue on D7 to move to entityqueue on D8.

Until an official migration is available in the main Entityqueue module, the separate Nodequeue migrate can be used :)
