amitaibu (https://www.drupal.org/u/amitaibu) forked newbie sandbox module with Project Application awaiting for approval , and edited to release his own version before the newbie PA got enough reviewed.

Moreover, he also closed (set the status to "Fixed") the newbie Project Application, which is as same as grabbing newbie opportunities.

I sincerely hope Drupal Association would take into account seriously, this kind of happening would refuse new developers to come contributing anymore.

To clear something up first: This is not an Assoc matter, but instead a community matter. The Assoc runs drupal.org (servers and such) and has certain authority over content but not over community governance.

I am going to comment on the other issue and postpone this for now.
