Problem/Motivation

After #2292319: Convert SMS Gateways into D8 Plugins, the functional tests pass, however unit tests are needed for the classes that were introduced. This is a follow-up issue to add tests.

Proposed resolution

Add unit tests for GatewayManager, LogGateway and HookGateway.
