IRC users can use the 'tell' feature to have Druplicon directly message a factoid to another user. However, 'tell' doesn't necessarily have to be used in a channel where the recipient is, and you can even use it in a private chat with Druplicon. Then, the recipient will receive what appears to be a random PM from Druplicon, without knowing who sent it or what triggered it. Given the playful nature of some factoids, this could appear to be very strange behavior on Druplicon's part.
A possible fix would be to format the PM like so: "Hey <receiving_user>! <sending_user> told me to tell you: <factoid>". Another would be to limit the use of 'tell' to public channels, or even only channels where the recipient is hanging out.
