Widget Type = File, no custom fields?

Context: while editing a node to add/replace a file.

Is it possible for the custom fields to show up for the Widget Type = File? Or do the custom fields only show up for Widget Type = Media?

When editing a node, the only way I've found to show the custom fields is when the file field is set to Media for the Widget Type. Just trying to make sure I'm not missing something or if it's intended to only work this way.
