I installed Drupal 7.38 on Ubuntu 14.04 server and I get a WSOD on admin/modules/install or admin/appearance/install when I try to install tar.gz modules/themes, but .zip modules/themes is installed fine.

The module is downloaded in /tmp/update-cache-xxx but not extracted in /tmp/update-extraction-xxx

There is no specifics errors in dblog or system logs.

My server configuration is:
Ubuntu 14.04
Drupal 7.38
Apache 2.4.7
PHP 5.5.9-1ubuntu4.4
tar 1.27.1
gzip 1.6

P.S. The same problem as I think - https://www.drupal.org/node/2306591
