Drupal 8 issues with

Hello community!
(i hope this is the right place for my question)

I would love to test drupal 8, but after multiple installations i always get the same issue.

to get it running i needed to hashtag this in the htaccess file:
#Options -Indexes
#Options +FollowSymLinks

# php_flag session.auto_start off
# php_value mbstring.http_input pass
# php_value mbstring.http_output pass
# php_flag mbstring.encoding_translation off

QUESTION: would anyone with drupal 8 knowledge be so kind give me a hint where the mishap could be?
