All 6.x releases have been removed from VBO. However, when drush pm-updatecode is run, drush reverts from 6.x-1.16 to 6.x-1.13. So, a few questions:

  1. Why is all support being removed for 6x? D8 is not yet out and VBO is a widely used module.
  2. Is there a reason that drush reverted to 6.x-1.13? Is this release seen as more secure than later releases?

It's just a Drush bug, the old release is just as insecure as the old ones. For other information see #2516976: Fix security issue and make release to bring back D6 releases.
