This is actually a good point when looking at the other items listed on /admin/structure. Each of those items is used to either configure bundles (Comment types, Contact forms, Content types) or other structural things (Taxonomy, Menus, (available) display modes, views), but Block layout is used to configure which blocks show up where/when.

legolasboI think we should postpone this issue on #2523154: Improve workflow for creating custom blocks because it already has a patch and would conflict with the changes required to fix this issue.
We can either un-postpone this and implement the suggested change when #2523154: Improve workflow for creating custom blocks lands or close it if #2513556: Add a link to the Block Layout page on the Appearance page lands first.
