Optionally allow restore without verifying existing DB

In situations where the current DB may either be corrupt, wrongly configured, etc; it would be nice to be able to restore an older backup without verifying or backing up prior. Instead the restore fails, if the current DB is not correctly verified

Currently as a workaround I do the following each time:

• delete site
• create site again from the same platform
• drop db tables using 'drush sql-drop'
• restore the db and copy the files manually using the following doc:http://community.aegirproject.org/content/importing-single-site-manually
