I wait more than 25 seconds (the message appears), like 5 minutes. Then try to post and the counter gets higher (38 seconds and so).
It makes me very difficult to post a comment or new bug. Seems that it is not displaying the actual time needed to wait.
Can you check it?

drummhttps://www.drupal.org/project/honeypot is the module which manages this. If there is a bug, it is almost certainly in this module.
We did recently, after you posted this issue, upgrade from Honeypot 1.15 to 1.18. That included fixing #2036501: Don't run Honeypot checks on form previews, which could be what you ran into.
