They are commenting on posts where people promote job/project opportunities and ask post authors to enable their contact form, presumably for not to post self promoting comments in forums.

Right now, I don't see enough reason to block the user. If the user does continue, then we need to follow our warn user then block if they continue policy. I'm not sure there's been a formal issue created for their earlier self-promotion posts.
