This users seems to have the habit to leave useless comments. I would rather block him.

Since the spam comment has been edited, is there any ground to block the user?

On the second look, seems like comments are not useless. They are commenting on posts where people promote job/project opportunities and ask post authors to enable their contact form, presumably for not to post self promoting comments in forums.

The "Please enable contact form" comments are acceptable in the paid services forum. The promotions aren't.

Right now, I don't see enough reason to block the user. If the user does continue, then we need to follow our warn user then block if they continue policy. I'm not sure there's been a formal issue created for their earlier self-promotion posts.
