Follow-up to #2500663: Add another GDO maintainer

Per #2500659: Remove ezra-g from list of GDO Maintainers, it makes sense to find at least one other primary GDO maintainer to help sreynen and co.

As per discussion with sreynen over IRC I need a jenkins a/c
Please do lemme know if need some more details for the same.

Added project based security to groups jobs which didn't have it and added @naveenvalecha to this along with an ldap account on util.drupal.org

Verified this access is working on IRC
