This issue was for tracking the progress of writing and editing the topics in the Drupal 8 User Guide project.
However, Drupal.org issues are not that useful for tracking a project of this size, so this issue has been closed. We are tracking progress instead in this spreadsheet:

And I think that this issue is kind of pointless, since we're using a spreadsheet to track progress. So I'm just going to close it as Duplicate. All the links to this issue have (I think) been expunged from the project page and instructions.
