No default country set, no fileds

I have a "small" UI change proposal.

When there is no default country defined it shows the first element of the countries list.
I think It would make more sense if the user has to select a country first, before the other fields are shown.
Countries have different fields and for now, if I write the address and then I realize that the country is wrong, I have to start from scratch and write the oarts of the address again.

I attach a Screenshot of how I think it should be/could be done better.
It is a minor change but I don't know how much code change it causes :)
