While posted by a client, it seems to me this violates the forum rules (see pinned posts) against promotional posts, as it is essentially an ad.

I have to disagree. This is a vocal endorsement (likely solicited by contractor) but it does not violate any of the pinned rules imho. I'll leave this issue open for further discussion.

It doesn't seem comments in that forum can be used for that purpose. As far as I understand the rules, comments should just be used to ask questions when the post is not clear. Saying in two comments the OP has been happy of the hired developer seems more advertising, to me.
