Hi,

On admin/commerce/config/line-items there is a link 'Add a product line item type'. I believe it would be clearer using 'Add a line item type'. As that is the name of it: 'Line Item Type'. It has not much to do with a product.

Actually, the link you're seeing is coming from a contributed module: https://drupal.org/project/commerce_custom_products

We don't have a UI for adding general line item types in core Commerce. : )
