Multiple Events and more features

Hi, i need to create a new events registration site.
This is my requirements:

- Multiple Events (an event repeat in many days and users can register to any of this)
- Events have attendee (a user can register heself or another peoples)
- Pay with paypal for this registration
- Site admin can move a registration to another event if necessary

COD is ok for this requirements ?? If not...can you help me with some suggestion to complete the above tasks ??
