Initial display of list of results

I have a content type that has a taxonomy field with many values. One of the variant pages is to restrict which values of an exposed list of two of them to show. The problem is that initially the whole list comes up and I have to select one or both of the exposed values to see only those. To see behavior go to www.lhprism.org/documents-geo-data

An alternate approach also fails. http://www.lhprism.org/documents-arg/data works but http://www.lhprism.org/documents-arg/data+geodata displays all the data.
