This patch adds an implementation of hook_logger_event() to the StatsD module to provide a Logger storage backend. This does not require a hard dependency on the logger module.

This patch includes support for the 'set' metric type and assumes #2499843-2: Add the 'set' metric type to the StatsD module is accepted.
