I have a private, mandatory file field on my webform. My admin users are asking for the ability to take existing webform submissions and reupload a new file if required.
I can download the file in the submission, but don't appear to be able to delete or reupload it. I tried making the field non-mandatory, no change.
Is there any way to do this? Is it configuration or coding?

Or maybe I'm not understanding the exactly scenario you mean, in which case, please feel free to re-open with very detailed instructions to reproduce that scenario.
