replace button for "Set moderation state

1.can we order the button?
how to arrange the button, change order.
2.can we replace button in the "Set moderation state:" too?
when we edit content , the button showed in content bottom now.
but when we view content. there still show as a select box:

Revision state: draft
Most recent revision: Yes
Set moderation state: | Moderation state(select box here) | apply

can we replace the " Set moderation state: Moderation state apply " as button?

3. click the moderate tab, moderation action column , there is select box too

4. check out workflow 2.5 ui you will know what i mean. there is no select box , all about button
when view content , click workflow tab:
