Well, good question. For now it is not at the agenda. There is a full API for the toolbar module in D8 and this is not the case at all in D7, which means that few (even close to nothing) of this module's code could be used to my mind...

Navbar module provides the Admin bar functionality in D7 so it might be possible to extend that?

For D7 there is also the admin_menu_navbar module, https://www.drupal.org/project/admin_menu_navbar that combines navbar and admin_menu to provide the dropdown on desktop monitors which navbar does not provide.

This module might provide a better option for D7 if a back port is possible.
