Release notes

Adds following fixes:
Adds universalMuted directive to fix firefox issue with muting video tags.
Adds setting to disallow users from choosing peerjs server.
Improves access handling.
Adds missing entity metadata properties to peerjs_chat + fixes to author properties.
Small fix to user pictures and username properties get callback.
Removes unnecessary menu item.
Removes hard dependency on bootstrap, mainly so sites using bootstrap as a theme doesn't cause double loading of css.
