We have numerous sandbox and production sites in our organization and they are all suffering the same flaw, whether they are vanilla Core or complex production clones -- they cannot check update status. In a similar vein, 'drush up' cannot find any of the recent versions, even though it can list the releases. The status check simply reports "Failed to get available update data" on everything, Core and Contrib. Drush says "No code updates available. "
We have read the threads: imagecache, truncate cache_updates, most recent version of Update Manager, etc...and we have done it all. We suspected it was NOT code because of the variety of sites suffering the same fate, but we mowed through the recommendations for due diligence. Also, we did check if we are blacklisting '140.211.166.6'...and we are not.
So...is it fair now to ask the question about whether we are blacklisted on the Drupal.org side? Our ip addresses will all have the pattern: 158.70.xxx.xxx, 158.72.xxx.xxx, 158.74.xxx.xxx. This is all my SysAdmin gave me today, and I realize it may need to be specified down to a more granular level.

David_Rothstein CreditAttribution: David_Rothstein as a volunteer commentedIf those IP addresses are being blacklisted it would be a Drupal.org issue - I'm moving this to the webmasters queue as the best guess for where it should be. If not, maybe someone there will know what to do with it.
In case it's not a blacklisting issue, though... Are you sure the servers are actually able to make outgoing HTTP requests? Can you do anything else in Drupal (for example, pulling in an RSS feed using the Aggregator module) that involves making an outgoing HTTP request from these sites?
