I hate to do this... but for some bulletin services which have recently switched to https-only, they're using certificates that aren't really built correctly (two separate vendors so far). Rather than try to work with them for months to get their certs fixed, I'm going to add a parish_bulletin_verify_ssl
variable and allow it to be enabled via the admin interface.
