I hate to do this... but for some bulletin services which have recently switched to https-only, they're using certificates that aren't really built correctly (two separate vendors so far). Rather than try to work with them for months to get their certs fixed, I'm going to add a parish_bulletin_verify_ssl variable and allow it to be enabled via the admin interface.

Missed one requirement—after the file is validated, when it's actually downloaded, it also needs an exception if you're skipping over the SSL cert validation...
