Currently drupal core is shipped with jquery.min.map (introduced in #2400675: Missing .map files causing 404 file not found errors) and a uncompressed version of jQuery (introduced in #2485575: Update jQuery to 2.1.4) for debugging propose. jQuery uncompressed feature in devel is redundant and no longer useful. We can remove it safely
